 Indonesia merupakan negara yang mempunyau sunberdaya air (SDA) sangat besar dan beragam. Potensi ini harus dikelola secara sistematik agar SDA dapat digunakan secara optimal dan berkelanjutan. Pada dekade terakhir telah mulai dirasakan adanya penurunan potensi ketersediaan air baik secara kuantitas maupun kualitas. Disisi lain, permintaan air untuk pemenuhan berbagai kebutuhan baik untuk keperluan pertanian dengan irigasi, industri, pemukiman, perhubungan dan pariwisata dan lain-lain meningkat pesat. Masalah air dapat menjadi masalah yang sangat rumit apabila pengelolaannya tidak dilaksanakan secara baik, dengan memperhatikan aspek-aspek fisik, teknik, sosial-lingkungan-budaya serta ekonomi-manajemen. Seiring dengan program otonomi daerah seperti dituangkan dalam Undang-Undang no 32 dan Undang-undang no 41 tahun 1999 tentang Kehutanan, keberadaan sumberdaya manusia (SDM) pengelola SDA sangat diperlukan. Untuk memenuhi berbagai pemenuhan kebutuhan air pada era otonomi tersebut diperlukan tenaga yang mampu memahami, mengendalikan dan menyelenggrakan pengelolaan SDA tanpa meninggalkan prinsip-prinsip terpadu dan berkelanjutan. |

 Mengingat begitu kompleksnya karakter masalah yang dihadapi dalam pengelolaan sumberdaya air, maka program ini memberi peluang kepada peserta untuk memilih bidang unggulan yang diinginkan, yang secara umum dibedakan menurut dua cabang besar, yaitu cabang pengelolaan rekayasa keairan (hydro enginering management branch), serta cabang pengelolaan ekonomi keairan (hydro-economic management branch). Mekanisme penyesuaian cabang besar tersebut diatur dan diaplikasikan dalam proses penyususnan thesis. Dengan demikian sangat jelas bahwa hal yang sangat diunggulkan adalah penekanan dalam bidang pengelolaan (management). |

Program MPSA merupakan program yang dikelola oleh Sekolah Pascasarjana Universitas Gadjah Mada melalui Program Studi Teknik Sipil, Jurusan Ilmu-ilmu Teknik dan diselenggrakan bersama dengan Jurusan Teknik Sipil Fakultas Teknik Universitas Gadjah Mada. Program ini memberikan gelar Magister Teknik (M.T) bagi para lulusannya. Program dengan sifat khusus ini dirancang dengan lama pendidikan 15 bulan, yang terdiri dari 3 trimester kuliah dan 3 bulan penyusunan thesis. |
