Potensi ini harus dikelola secara sistematik agar SDA dapat digunakan secara optimal dan berkelanjutan. Pada dekade terakhir telah mulai dirasakan adanya penurunan potensi ketersediaan air baik secara kuantitas maupun kualitas. Disisi lain, permintaan air untuk pemenuhan berbagai kebutuhan baik untuk keperluan pertanian dengan irigasi, industri, pemukiman, perhubungan dan pariwisata dan lain-lain meningkat pesat. Masalah air dapat menjadi masalah yang sangat rumit apabila pengelolaannya tidak dilaksanakan secara baik, dengan memperhatikan aspek-aspek fisik, teknik, sosial-lingkungan-budaya serta ekonomi-manajemen. Seiring dengan program otonomi daerah seperti dituangkan dalam Undang-Undang no 32 dan Undang-undang no 41 tahun 1999 tentang Kehutanan, keberadaan sumberdaya manusia (SDM) pengelola SDA sangat diperlukan. Untuk memenuhi berbagai pemenuhan kebutuhan air pada era otonomi tersebut diperlukan tenaga yang mampu memahami, mengendalikan dan menyelenggrakan pengelolaan SDA tanpa meninggalkan prinsip-prinsip terpadu dan berkelanjutan.
