SDM yang dimaksud adalah semua pihak yang berperan dalam pengelolaan dan pengembangan SDA di tingkat kabupaten/propinsi  dari berbagai displin penugasan. Diharapkan setelah mengikuti Program MPSA, peserta mampu mendukung pengelolaan sumberdaya air di wilayah kerjanya secara optimal.
